The notion of using a cell phone to track where you are was introduced as part of the deployment of an enhanced emergency system called E-911. The goal for E-911 is to pinpoint the location of anyone calling the emergency number which, not surprisingly, is helpful to rescuers trying to find someone who is lost or unable to speak. Law enforcement is subject to restrictions on its ability to use tracking put in place for the E-911 system but has already taken advantage of it in a few notable cases.
While tracking is currently available in certain urban areas, pinpointing the location of a 911 call from absolutely anywhere in the country has presented a tremendous challenge to the wireless industry. Despite the current hiccups, it's a safe bet that some new technology or some efficient combination of technologies will allow the carriers to meet the FCC goals, eventually…possibly even by the 2005 deadline.
